Abstract: 

Global society is characterized by its philosophical, ethical and religious disagreements. What are the implications of the doctrinal conflict for the understanding of a conception of human rights? In this paper, I briefly explain John Rawls’ conception of human rights, which is distinct from and narrower than his conception of justice (i. e., justice as fairness). Rawls conceives human rights as minimal, but necessary requirements of justice – although not sufficient from a liberal point of view – that can be satisfied by various political systems. Rawls argues that human rights are common to all peoples, since they are compatible with all reasonable political morality, including those of both “ liberal” and “ decent hierarchical” peoples. The central idea of Rawls’ account is that, a conception of human rights suitable for a pluralistic world must be independent from controversial philosophical, ethical or religious doctrines. Such a conception must serve as the object of an Overlapping consensus among different ethical and religious traditions; each may offer the different lines of argument.

Abstract: 

Relationship of civil servants and political authorities and sphere of powers of both in administration and policy-making is one of main issues of the contemporary governance. There is no doubt that politics is not administration and a politician is different with a public servant. Therefore, it seems there is no problem to distinguish politics from administration. Nevertheless, specification of exact boundaries of the two spheres and its cause is not clear. This dichotomy is not founded on a priori logic; but it is a fact in the most of modern states. Therefore, in view of conceptual, institutional and individual actors, there is a separation as well as Overlapping between politics and administration that being debated in the article with a descriptive method. According to author, norms specified at a democratic constitution and emphasis it gives to values such as justice, democracy, responsibility, autonomy and morality provides sufficient evidences for keeping this demarcation and simultaneously makes an interaction between the two spheres. Although the way of demarcating and specification of points of distinction, Overlapping and interaction between the two spheres of 'governing and service' depends on characteristics of constitutionalism and administrative tradition of states.

Abstract: 

NOWADAYS, THE EMERGENCE OF ONLINE SOCIAL NETWORKS HAVE EMPOWERED PEOPLE TO EASILY SHARE INFORMATION AND MEDIA WITH FRIENDS. INTERACTING USERS OF SOCIAL NETWORKS WITH SIMILAR USERS AND THEIR FRIENDS FORM COMMUNITY STRUCTURES OF NETWORKS. UNCOVERING COMMUNITIES OF THE ONLINE USERS IN SOCIAL NETWORKS PLAYS AN IMPORTANT ROLE IN NETWORK ANALYSIS WITH MANY APPLICATIONS SUCH AS FINDING A SET OF EXPERT USERS, FINDING A SET OF USERS WITH COMMON ACTIVITIES, FINDING A SET OF SIMILAR PEOPLE FOR MARKETING GOALS, TO MENTION A FEW. ALTHOUGH, SEVERAL ALGORITHMS FOR DISJOINT COMMUNITY DETECTION HAVE BEEN PRESENTED IN THE LITERATURE, ONLINE USERS SIMULTANEOUSLY INTERACT WITH THEIR FRIENDS HAVING DIFFERENT INTERESTS. ALSO USERS ARE ABLE TO JOIN MORE THAN ONE GROUP AT THE SAME TIME WHICH LEADS TO THE FORMATION OF Overlapping COMMUNITIES. THUS, FINDING Overlapping COMMUNITIES CAN REALIZE A REALISTIC ANALYSIS OF NETWORKS. IN THIS PAPER, WE PROPOSE A FAST ALGORITHM FOR Overlapping COMMUNITY DETECTION. IN THE PROPOSED ALGORITHM, IN THE FIRST PHASE, THE LOUVAIN METHOD IS APPLIED TO THE GIVEN NETWORK AND IN THE SECOND PHASE A BELONGING MATRIX IS UPDATED WHERE AN EACH ELEMENT OF BELONGING MATRIX DETERMINES HOW MUCH A NODE BELONGS TO A COMMUNITY. FINALLY, SOME OF THE FOUND COMMUNITIES ARE MERGED BASED ON THE MODULARITY MEASURE. THE PERFORMANCE OF THE PROPOSED ALGORITHM IS STUDIED THROUGH THE SIMULATION ON THE POPULAR NETWORKS WHICH INDICATES THAT THE PROPOSED ALGORITHM OUTPERFORMS SEVERAL WELL-KNOWN Overlapping COMMUNITY DETECTION ALGORITHMS.

Abstract: 

The history of the two institutions of law and morality and the relation between the two is the same as that of the life of human beings. However, this long standing relation has not been an obstacle to the existence of numerous interactions as to the type and extent of this relation, nor to achieving a sustainable agreement between the thinkers in these two fields towards regulating the relation between them. In spite of the commonalities between law and morality in the fields of objectives, and domain, they differ seriously in the same fields requiring certain mechanisms towards their realization and materialization. The main views of thinkers in regulating, the relation between these two fields are the maximal and minimal support of morality by criminal law. In other words, after recognizing the Overlapping points, and in establishing a proper relation towards solving the problem in cases of Overlapping, some thinkers hold that criminal law has a maximal support of morality considering it general and comprehensive. In contrast, another group holds a minimal support of morality by criminal law.They confine it to the inevitable cases and approve alternative mechanisms. However, we can propose an intermediate theory distinguishing the affirmation stage from verification one. In case of affirmation, they hold a maximal support of morality by law, and in case of verification they hold a type of support according to requirements and conditions drawn by the ruler or the leader. The different mechanisms concerning the offender are also involved here. This is the very theory of Islam based on the rule saying: discretionary punishment is prescribed for any forbidden act.

Abstract: 

The proposed algorithm in this research is based on the multi-agent particle swarm optimization as a collective intelligence due to the connection between several simple components which enables them to regulate their behavior and relationships with the rest of the group according to certain rules. As a result, self-organizing in collective activities can be seen. Community structure is crucial for many network systems, the algorithm uses a special type of coding to identify the number of communities without any prior knowledge. In this method, the modularity function is used as a fitness function to optimize particle swarm. Several experiments show that the proposed algorithm which is called Multi Agent Particle Swarm is superior compared with other algorithms. This algorithm is capable of detecting nodes in Overlapping communities with high accuracy. The point in using the previously presented PSO algorithms for community detection is that they recognize non-Overlapping communities, and this goes back to the representation of genes by these methods, but the use of multi-agent collective intelligence by our algorithm has led to the identification of nodes in Overlapping communities. The results show that the nodes that are shared between a set of agents, these nodes are active nodes that create an overlap in the communities. Our experimental results show that when a member node is more than one community, this node is a good candidate to be selected as the active node, which has led to the creation of Overlapping networks.

Abstract: 

Although there is no Unified approach about what child poverty is and how it is calculated, but most studies and organizations related to the issue of child poverty, consider it as a multidimensional phenomenon. Proper understanding of the situation of children and teen agers who experience poverty in their lives, can be an important tool for breaking the void circle of poverty and child poverty reduction policies. In this article, multidimensional child poverty and Overlapping of children's deprivations in 6 dimensions are investigated. For this purpose, "Justice Measuring Project in Tehran 2011" and "Multiple Poverty and Overlapping of Deprivation Analysis Approach" were used. Results indicate that across the six dimensions, child deprivation rates are highest in facilities, housing, health, nutrition, security and protection and education respectively. 79% children in Tehran also are deprived in one or more dimensions out of that six case. The children on average, deprived in one or more dimensions tend to suffer from 1. 8 deprivations, . This is 30% of the total deprivations.
